Henan Mongolian Autonomous County is the only Mongolian Autonomous County in Qinghai Province, commonly known as "Henan Mongolian Banner," and has the highest proportion of Mongolian population. On August 1, 2022, in order to implement the Ministry of Justice's "Notice on Promoting the Basic Solution to the Problem of Counties Without Lawyers," Hang Tianxin actively responded to the call and established a branch office in Henan County, successively dispatching lawyers Li Zhixing and Jiang Chengxu to carry out aid-to-Qinghai work. Up to now, they have provided legal consultation to over 900 ethnic minority people, drafted over 240 legal documents, handled over 61 legal aid cases, and participated in the mediation of over 40 various types of disputes. At the same time, they have actively gone deep into government agencies, troops, pastoral areas, schools, and detention centers to conduct free legal lectures and publicity activities, providing legal consultation and assistance in handling legal affairs for the Henan County government, departments, and institutions, achieving good social results and receiving unanimous praise from the local party committee, government, and people.
