In 2021, the Jingning County Justice Bureau and Hangtian Xin Law Firm signed the "Strategic Cooperation Framework Agreement on Legal Services between the Jingning She Autonomous County Justice Bureau and Zhejiang Hangtian Xin Law Firm." The agreement includes plans for Hangtian Xin Law Firm to establish a public interest legal service center in Jingning County, providing supplementary legal aid beyond government-funded legal aid; conducting professional training for lawyers and legal service workers selected by the Jingning Justice Bureau; providing legal opinions and social stability risk assessment reports for major decisions, administrative actions, and livelihood matters of the Jingning County Party Committee and Government; and supporting and serving the establishment of a more comprehensive public legal service system in Jingning.

In June 2021, with the strong support of the Jingning County Party Committee and Government, the Hangtian Xin Public Interest Legal Service Center was established in Jingning She Autonomous County. The unveiling ceremony was held on June 16th at the Jingning County Justice Bureau. Wang Yi, then Deputy Secretary of the Jingning County Party Committee and Secretary of the Political and Legal Committee; Rao Weizhen, Deputy County Head of Jingning County and Director of the Public Security Bureau; Chen Jianling, Director of the Jingning County Justice Bureau; and other leaders and members of their teams, along with the heads of three law firms in Jingning, attended the ceremony.
