Director Yuehai Hang of Hangtianxin Law Firm gave a special lecture on administrative law at the enlarged theoretical study center group meeting of the Jingning She Autonomous County Committee.

On the morning of August 30, 2021, the County Committee Theoretical Learning Center Group (expanded) of Jingning She Autonomous County held a study meeting in the No. 1 Conference Hall of the County Government. The meeting invited lawyer Yu Yuehai, director of Hangzhou Tianxin Law Firm, to give a special lecture on “'Law-based Governance' is an Inevitable Requirement of Xi Jinping's Thought on the Rule of Law” to the county's leading cadres. More than 150 people attended the meeting, including all vice-county-level and above leaders of Jingning County, the main party and government officials of county-level units, the main party and government officials of townships (townships, offices), and those in charge of politics and law. The meeting was chaired by Wang Yi, Deputy Secretary of the County Committee and Secretary of the Political and Legal Committee.

Director Yu Yuehai started from four aspects: Xi Jinping's Thought on the Rule of Law as the fundamental guideline for comprehensively governing the country according to law; the concept of law-based governance; the basic requirements of law-based governance; and issues to pay attention to in law-based governance. Combining typical cases of administrative litigation in China's judicial practice and specific cases from his own professional practice, he profoundly expounded on the necessity of law-based governance for administrative organs and a series of issues such as how to conduct law-based governance. The lecture was rich in content, comprehensive and systematic, simple and easy to understand, vivid and profound, and highly instructive and targeted. It played a positive guiding role in helping the vast number of leading cadres in Jingning County to deeply understand and fully implement the basic strategy of governing the country according to law, accelerating the process of governing Jingning County according to law, and further promoting the construction of a higher-level rule of law.

Finally, Secretary Wang Yi summarized the meeting, requiring cadres at all levels throughout the county to combine the Constitution and other laws and regulations, to thoroughly understand Xi Jinping's Thought on the Rule of Law, to deeply understand the important significance, essence, and practical requirements of accelerating the comprehensive advancement of the rule of law, to continuously establish the rule of law thinking, and to comprehensively enhance the ideological consciousness and actions of governing and administering according to law. Leading cadres should take the lead in mastering the law, respecting the rule of law, and respecting the law, constantly improving their ability to use the rule of law thinking and methods to deepen reforms, promote development, resolve contradictions, maintain stability, and cope with risks, and strive to be role models in respecting, studying, observing, and applying the law. All levels throughout the county should give full play to the normative, guiding, and guaranteeing role of the Constitution, use the rule of law to gather consensus on reform, regulate development behavior, promote the resolution of contradictions, and ensure social stability, making positive contributions to the construction of a law-based Jingning.
