2018 4 Month 20 On the afternoon of the day, Gongshu District held a working meeting of the leading group for law-based administration and a joint meeting between the government and the court.

At the meeting, Yu Yuehai, director of Hangzhou Tianxin Law Firm, was appointed as the legal advisor to the People's Government of Gongshu District. Director Yu stated that this is both an honor and a responsibility. He will give full play to his legal expertise, diligently fulfill his duties, act as a consultant for the government's law-based administration, and contribute to the comprehensive deepening of reforms and the construction of a government under the rule of law in Gongshu District.

The appointment of lawyers as government legal advisors in Gongshu District is a practical action to implement the spirit of the 18th Plenary Session of the 18th Central Committee and to deeply promote law-based governance and the construction of a government under the rule of law. Government legal advisors will help improve the ability of civil servants to solve problems using the rule of law thinking and methods; they will ensure that major government decisions pass scrutiny and participate in advance in the research and argumentation of government legislative projects; and they will actively assist in handling major difficult and sudden events such as administrative reconsideration and administrative law enforcement supervision, promoting social harmony and stability.

In addition to the comprehensive establishment of the government legal advisor system, Zhejiang Province also 2016 established a system of specially invited administrative law enforcement supervisors. Through open recruitment, a team of specially invited administrative law enforcement supervisors composed mainly of NPC deputies, CPPCC members, experts, scholars, lawyers, representatives of enterprises, and news workers was established. They actively participate in the administrative law enforcement special supervision and thematic research organized by the government and its legal institutions, helping to promote administrative law enforcement supervision from ‘ closed ’ to ‘ open ’ enhancing the credibility and authority of administrative law enforcement supervision. Zhang Zhongyuan, chairman of the trade union of Hangzhou Tianxin Law Firm, was appointed as a specially invited administrative law enforcement supervisor of the People's Government of Gongshu District.
